The Centre for Costing in Defence (CCD) was created within National Defence to improve the timeliness and quality of costing information for decision-making. It is responsible for producing life cycle cost estimates for projects over $5 million, as well as implementing leading and best practices in costing in Defence. The organization has three groups: Directorate Cost Estimate Delivery, Directorate Costing Analytics, and Directorate Strong, Secure, Engaged Financial Strategies.

Our team provides direct support to the Canadian Armed Forces and the Defence Team by working alongside Public Service and military managers to provide cost estimation support to enable the implementation of the Strong, Secure, Engaged policy. Our offices are located in various locations within the Carling Campus, but the team is presently working remotely. Duties

 

CCD offers a variety of employment opportunities at the FI-01, FI-02, FI-03, & FI-04 levels within the cost estimation field.

Cost estimating is an emerging field both within the Public Service and Private Industry.  Cost estimation in project management is the process of forecasting the financial and other resources needed to complete a project within a defined scope. Cost estimation accounts for each element required for the project—from materials to labour—and calculates a total amount that determines a project's budget. It also considers the costs for operating and sustaining the capacity for the life of the asset.

This is an exciting opportunity to put your financial skills, and analytical thinking to great use and support the Canadian Armed Forces.  As a cost estimator you will play an active and vital role working alongside team members and stakeholders to support the advancement of the Strong, Secure, Engaged policy, ensuring decision makers have a complete understanding of the true financial cost of the programs they are being asked to approve

Taking on the role of a cost estimator will push you to grow in new ways both as a financial officer and an analyst.  As no two costing files are the same, you will hone your professional judgement and intuition, determine how best to tackle the unique requirements of each file.  In time you will also learn to understand the risks inherent within each proposal, and how best to communicate the financial storyline of the file to decision makers. These skill sets will not only help you grow as a cost estimator, but also develop your analytical skills for future roles across the finance domain.

This inventory will be used for two purposes:

1) CURRENT PUBLIC SERVANTS: this bank of résumés may be used for lateral opportunities (at-level or equivalent) to fill a wide range of positions in the CCD, with various language requirements, operational requirements or conditions of employment, via assignment, secondment or deployment. No acting appointments or promotions will be offered through this employment opportunity. If you’re currently qualified in a valid Government of Canada staffing process for positions at the FI-01, FI-02, FI-03, or FI-04 group/levels we may consider you for an appointment. This would be outside this staffing process. 

2) INDIVIDUALS OUTSIDE THE PUBLIC SERVICE who are currently qualified in a valid Government of Canada staffing process for positions at the FI-01, FI-02, FI-03, or FI-04 group/levels may be considered for appointments. This would be outside this staffing process.

QUESTIONS & ANSWERS:
Q. As I complete the online application, I'm being asked many questions regarding my experience. Do I have to respond to them all? What will you do with my responses?
A. Yes, you need to respond to all of these questions. Your responses will determine the type of opportunities you may be considered for.

Q. How do you conduct your searches from this inventory? Will you use random selection when conducting searches?
A. Searches are conducted based on a number of factors, which may include group/level and responses to the experience questions. The system does not do a word search of your résumé, but your résumé will be fully reviewed by the hiring manager to see if you are a right fit to be considered for their position.

Q. Can I email you my résumé?
