Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system.

What will I be doing?

• Providing strategic leadership and technical expertise to ensure the mandate of Engineering and Asset Management portfolio groups and their project-based activities are prioritized, aligned and delivered to meet critical project milestones
• Creating and sustaining a viable organizational structure to make optimum use of world-class talent, technology and systems
• Leveraging best-in-class processes and technology, and establishing teams to lead a world class asset management organization
• Designing, building and managing high performing teams to deliver a broad range of complex projects and programs
• Fostering a culture of team spirit and innovation into the longer and short-term operations of the organization
• Standard owner and author for the technical asset class, responsible for the sign offs and approval of derogations from the standards on behalf of the Chief Engineer.
• Directing and providing oversight to the development of Engineering and Asset Management policy for the designated asset class, procedures and practices that ensure programs align with Metrolinx strategic goals
• Providing leadership and direction to the definition and control of technical and functional interfaces between independent systems
• Directing the establishment of a comprehensive plan to create Key Performance Indicators (KPIs) to support both On-time Performance of all Metrolinx owed services, in collaboration with the Operations executive team and external Contractors
• Providing oversight and direction to the establishment of service and quality standards consistent with Metrolinx strategic position
• Directing the development of a strategic operating model and criteria to monitor the quality and performance
• Directing and providing oversight to the establishment of a comprehensive plan to manage complex construction projects, program design, and implementation issues
• Working with the Capital Planning Group delivery leads, Planning teams, and external Contractors to establish a comprehensive plan to manage complex construction projects, program design, and implementation issues
• Providing consultation, direction, advice, and guidance regarding asset management, SOGR, project management and Safety
• Directing and facilitating collaboration and cooperation between diverse stakeholders to effectively deal with escalated construction and complex engineering problems
• Interfacing with various federal, provincial, and municipal agencies, to address issues concerning the safety of railway assets
• Accountable for ensuring the development and implementation of engineering standards, engineering assurance and systems engineering integration across Operations for GO, UPE and Rapid Transit
• Ensuring engineering compliance with federal, provincial, and local/municipal legal, regulatory, and policy requirements related to railway, rail transit and transportation related facilities
• Promoting the use of innovative and best practices for functional excellence
• Reviewing and consolidating budgets related to asset management, cost effectiveness and prudence management of projects
• Responsible for compliance with Metrolinx financial and budgeting programs (protocols and reporting)
• Providing senior leadership oversight for all investments, purchases, contracts, and other financial activities
• Proactively assessing, establishing, and managing risk profile, financial and budgetary programs, and safety objectives
• Demonstrating leadership and core competencies at a high level of development and being an exemplary model of living the corporate Values and Code of Ethics
• Leading, mentoring, and motivating a diverse workforce; setting the standards and expectations for work quality, organizational performance, and continuous learning; encouraging innovation in other
• Directing a large department through several subordinate directors/managers.

What skills & qualifications do I need?

• 10+ years of progressively senior experience in railway signaling – with preference in maintenance and/or State of Good Repair (SOGR) delivery
• Extensive experience in the management of direct reports, leadership of large teams, development and coaching of staff and the development of team strategy and direction
• Progressively responsible experience developing strategic asset management strategies
• Knowledge of applicable legal and regulatory requirements governing delivery of passenger rail services
• Knowledge of human resources legislation to monitor and manage employees and contractors, including experience in the application of collective agreement provisions
• Experience with vendor management to manage development and delivery of externally provided maintenance providers and setting up assurance programs for contractor performance
• Experience with project management in a highly sensitive, politically visible environment that demands responsiveness, flexibility and decisive expert leadership
• Knowledge of contract administration and construction safety
• Excellent negotiation skills and political acuity
• Knowledge of budget development and management processes
• Proficiency in MS Office (Outlook, Word, Excel, etc.)
• Interpersonal and oral, written, and presentation skills to manage contract development activities and approvals
